PS Julius Korir obtains court orders barring police from arresting him after being accused of assaulting wife



State Department of Youth PS Julius Korir has obtained court orders barring the Police from arresting him and the DPP from prosecuting him.

This is in relation to an assault case against his wife.

Documents in our possession show that the wife Evelyn Koech reported to Hardy police station in Karen on 20/11/2018 under ob number 40/20/11/2018 that she had been assaulted.

The other report was made in September 2020.

The ob number was 02/18/09/2020.

Mrs Koech also   obtained a p3 form on 18th September 2020.

The P3 form is signed by the Police surgeon based at Nairobi area police headquarters.

The report shows that she sustained thorax and abdomen injuries.

“Tender swollen and bruised upper part of the bam. Sustained soft five injuries, “the P3 report reds.

The report also shows she sustained injuries on her upper and lower limbs. 

However, Ps Julius Korir has managed to obtain restraining orders.

 Under miscellaneous application NO. E2915 of 2020, orders have already been granted that the applicant (wife) is a protected person and the respondent (PS )  been asked to desist from stalking, abusing either by self or by his agents. 

The wife’s lawyer wondered why the DPP, and DCI have never acted on the assault case reported on 17th September 2020.  

Korir has also gone to the constitutional court in application E001 of 2021. 

He has sued the DPP and DCI so that he is not arrested for the criminal charges since September 2020.

The lawyer wondered if assault is a constitutional right.

There is another case in the children’s court, MCCC/E945 of 2020 the respondent (Korir) is being asked to pay school fees and upkeep for his children since he has always neglected them. 

The wife has also filed for divorce – in application E015 of 2021; Julius Korir has been given 15 days to enter appearance or judgement be granted.

There are also Nairobi Hospital reports dated 17th September 2020 and 20th November 2018 where Korir attacked his wife when she was pregnant and just a week to delivering a child. 

Julius Korir is the Principal Secretary, State Department for Youth.

 He previously served in the State Department of Infrastructure in the Ministry of Transport, Infrastructure, Housing, Urban Development and Public Works having been appointed in February 2018. 

Prior to this appointment, he served as the Principal Secretary in the Ministry of Health and as Principal Secretary State Department of Investment and Industry in the Ministry of Industry, Trade and Cooperatives, having been appointed on 18th December 2015. 

Prior to this he was appointed Industrialization Secretary, in the then Ministry of Industrialization and Enterprise Development from May 2014.
